How to make a board private & make a log of who accesses Admin CP.

I was wondering and sorry if this has already been asked but how do you make a whole board private.  where no one but the checked person can see it..

And is there anyway to make it so that you always have to type in a password to access the admin CP and is there a log that will say which admin has accessed the log?
