A member has locked his own topic? I thought only admin could do that, so asked another member to lock one she had started, and it worked, she could also remove it?

hi I started my forum the 22/5/20 ,and knowing after a month you get ads, I purchased the lowest amount you can to stop them, thinking they wont start to be used until the 22/6/20 but they are going down regularily.
Can they be ceased for now and restarted??
