I have tried to mod and it seems to stay where newbie can still see all the forums and I need too limit them to just 2 of them the min they register they can see all the forums

I setup a new forum and I have some area I don't want ppl in until they become full members I have tried to set permissions but still cant get them so ppl cant get in there any help would be helpful thank you for any help you can give me ;D
