i deleted my friend's account by wrong can he make other one with same posts etc etc? or can i retrive the old one?

can i make ranks and i give it to ppls? like JM=Junior member something like that? those ranks cannot be reached with posts etc etc only admins who can give it to the players?

uh i have done a forum and its active and lot of ppls work on it a friend for me wanted to make it first with the name ####1 so for example i have made one with name ####0 and his forum not active so he told me i have to make him moderator on the forum or he will delete it he can or no?
