General Support / help! my friend cant regist by my forum

my forum:    www.d3fans.tk           (d3fans.createaforum.com)
 
my friend study in russia now, and by the Registration, Error message pop out:
  please contact the forum owner...4 
 
and if he use the url d3fans.tk, then:
  please contact the forum owner...3 

can someone tell me how to fix this?

i regist an account for him, he can use it to log in...  ???
