Hi,
I have a general question about language packs.
Does a language pack allow a user to change the language himself from the forum and if so, how. I would like to be able to give the use the choice of language.
What is translated? What is not? For example are automatic emails related to registering, subscribing etc translated?
Is it possible to send me a link to a website that using the French language pack so that I can evaluate it?

Yes, users can select the language of their choice under their account settings in the profile.
The main core of the forum is translated. Some of the sub features no such as gallery, store, downloads, arcade, portal etc

What about automatically generated emails, for example when a user registers, subscribes to an forum etc.

Am I right in assuming that the language pack will only translate the UI and not thing like the titles of categories, boards and the posts themselves?

Correct only does UI. 

For end users for posts I would suggest a browser extension.

Another question....
As administrator, if I choose another language other than English as the default language, does it change it for everybody? Then can individual users select their own language?

It changes any new user. Users can then override the language in their profile.
