Title: Send a message to all members

Is there a way to send a message to all members of my board?  Do I just "PM" them?  I really want to send it directly to their email in case they have pm notification turned off.

We have a newsletter option but it requires either the paid addon or the ultimate plan under Admin -> "News and Newsletters"

Or you can announce a topic to everyone.
