Fixed the issue if you did not have the WYSIWYG editor enabled.

Google Chrome. I did change editors but that didn't work, either. :-[
Fixed for google chrome might require a refresh
I'm using Firefox It is working with the wysiwyg system but when I first open it on a new post is sends the page to the bottom so I have to scroll up to view the post.
Still looking into that trying to come up with a solution

What browser are you using? And what doesn't happen?
You can change message editors under -> Admin -> Posts and Topics Settings I believe.

What happens and what browser are you using?
Also what editor are you using?
You might need to clear cache.

I'm finding that giphy doesn't work under your normal posting settings. Had to change mine over to the other one SCE board settings which work better.
