Trying to use video tag

I am trying to load a video in a post using

I can do this as Admin, but not as a normal user. What permission do I need to give a normal user to allow this?

Admins only have the option of using html tags as for other issues can cause security issues/issues.

I appreciate there's big security issues with [ html]. As a suggestion, I'd say can you allow a bbcode equivalent of the video tag then that translates to the <video> tag.
But I can live with the current situation, thanks.

or maybe automatic recognition of the normal video extensions, .mp4, .ogg etc...
