Whats does attachment folder full mean

What does this mean?  I am not understanding the wording of this. 

I am guessing just like before I need to buy more attachment space? Just like the past few times over the years.

 Once the attachments folder reaches it's maximum permitted size users will not be able to continue to post attachments or upload custom avatars (If enabled).))

It is for storing attachments used in posts. If people add an attachment to a post that uses up the attachment space on a forum.

So I just need to buy more storage space like in the past right?  The wording threw me off like I was maxed on buying?
