Hello I cannot change any settings in my forums control panel is this a bug or what is going on?

after hitting save it undos everything I tired to change... also on a side note none of my links are working now... every board I click on goes to the url www.forum.creatureverse.net instead of forum.creatureverse.net after it was fixed...
