Server Stored Avatars

I feel like an idiot asking this, but I really have no idea how to do it. I would like to upload a bunch of avatars for users and don't know where to go to do that.

Can anyone guide me through this, please?

No way to do it at the moment since they would be applied to all forums that we host.
