restricting who can post on a topic

I know that I can generally restrict who can post/have access to certain areas (i quite new to this so takes me a while to find my way around)
 
what I am wondering based on something i have used on another forum
is it possible to have a board where members can ask questions and then only they and one prearranged person can answer?
stll want it on forum as Q&A may be useful to others, but only want 'qualified' people to be able to answer

Do not have anything at the moment that can do that.

We have membergroup level permissions but not permissions per individual user.
