Welcome message to new members

Having a difficult time finding what the board sends to new members
when  you click the "add and send" email to members box.

Where is this located please?

Happy with the features that exceed my old phpbb board.

It would be under Admin -> "Welcome Configuration"

I go there and don't see it.
I click the orange link button that says welcome config and nothing happens.

Below this button there is welcome topics with 2 boxes.  Forum, then poster name.
This does not seem to apply.

What am I missing?

Attached the screenshot
You have to select a board then enter a membername.
And save

Then add a topic to create the auto posting message

What does the message say that goes out when you activate a new member when it says
approve and send email?
