There is no welcome PM feature yet in CAF. I had suggested it in this thread
http://support.createaforum.com/3/welcome-pm/

I do not know what a poll topic id is. I create polls in my forum without having to give a poll topic id.
Perhaps you're missing something? Are polls enabled in your forum?

View poll topic then hover over the quote button in that topic and you should see the topic id in the url.

For example, the quote link to CAF's post is: http://support.createaforum.com/index.php?action=post;quote=5659;topic=1570.0;last_msg=5684

So the post topic ID would be 1570

That's the link to the topic, you need to extract the poll topic id by right clicking on the quote button and copy link address.
All codes I make are tested on the latest version of Google Chrome and upon request of other browsers.

That's the quote link. On every post there is a Quote button on the top right. That is where you fill find the number.

For that topic, it is 226

The quote button IS click able, you need the poll topic id so users can vote from the homepage which is what we've been trying to help you with.

I think people have to go to the topic itself to vote on the poll.
