Hello - is it possible to allow non admin members the option to hide their online presence?

Yes  in the profile account settings -> "Show others my online status"

It's not visible for my regular members. Did I miss an update or is there an option to flip in permissions??

It's an option
Under Admin -> Features and Options
"Allow non-administrators to hide their online status "
