Go easy on him guys, he's just asking a simple question. No need to cause a flame war over caps lock. Plus, there is a way to do it for free, though it's harder than doing it with pay.
@ StarFall: Here's some "free" ways to get you started:

-Google Webmaster Tools is a great way to enhance your SEO, or search engine optimization. You can submit a sitemap, which gives search spiders more access to your site. Or just submit your site to Google this way, it, according to Google, "includes your site in its index. Once you submit the URL of your site Google will send bots to your site to check it out and index pages.
-If you have a news section of your forum, keep it updated about what's new. For example, my news section gives updates about the forum, my YouTube channel, etc. Search spiders love the news sections =P
-Post original content! Nobody wants to go to a forum with nothing special about it from other forums.
-Submit your site to Bing and other search engines so that, whatever search engine you use, people can find your site. Remember that Google and Bing are the strongest search engines.
-Share your site with friends via social media--Facebook, Twitter, Blogs, etc. This can be a powerful source of traffic!
-And, of course, share it with friends you know in real life. Hope this helps. ;)

I believe he asked how to "make it popular"
The things you suggest are very good for SEO and all that, but doesn't really help to get it "popular"...

You quoted my post 8 times xD
Anyways, SEO does help with popularity; if you don't optimize your site for search engines, how will your site get popular except via social media and referrals in real life? You need the search engines to help people you don't really know "find" your website. For example, I searched a long time ago "how to create your own forum for free" and CAF popped up as the first result. That's how I discovered CreateAForum. Obviously the devs of CAF optimized their program very well for search engines. =)

I did it another way, go to alternate methods and copy the meta tag it gives you, then place it in the headers and footers section called meta tags ;)

1. Go to Google Webmaster Tools
2. Click "add site"
3. Instead of downloading the HTML file, click other options (or something to that effect)
4. Select the one that mentions adding a meta tag to your site, copy the tag and paste it under Admin>Style Manager>Headers and Footers>Meta Tags

Hope this helps

@darkhydra
how to create a chatbox for free?

Chat isn't free, however shoutboxes are.
For that, go into admin, then over to Manage eZblocks, then add EZ Block, then make it a shoutbox on the drop down menu in setup.

Cheers!
