Create A Forum - Support Forums

As xboi said, they may not have permissions to access those sections of the forum. For the messages: Admin>CP>Permissions>Regular Members>Modify

Go to the classic view and make sure that both of the boxes within Personal Messaging are checked. Find the permissions corresponding to other missing tabs, too.
