How do I assign someone with Moderator duties. By this, I mean giving them the Moderator title?

A board moderator you do under Boards and modify a board and then assign a moderator.

And how do I adjust exactly what they can and can't do as Moderators? And what exactly does a Global Moderator have access to? Everything that a Admin has?

Global Moderator basically can manage all boards, delete topics, move posts, lock topics, sticky topics, edit topics etc
A board moderator just has moderation permissions on that board only

Go to -> Their profile then edit the account. And choose the global moderator member group.
