Under Layout Settings -> Member Options

Enable quick reply for all members.

I don't have that option.

All I have is this

 

  Member Options   Each theme may have its own custom options for selection by your members.  These include things like "quick reply", avatars and signatures, layout options, and other similar options.  Here you can change the defaults or reset everyone's options.

Please note that some themes may use the default options, in which case they will not have their own options.   Default Theme - Core     

• Configure guest and new user options for this theme (0 options currently set.)
• Change current options for all members using this theme
• Remove all members' options and use the defaults (7 members currently using their own options.)

     

When I click on "Change current options for all members using this theme", I get

•   Show board descriptions inside boards.
•   Show child boards on every page inside boards, not just the first.
•   Use sidebar menus instead of dropdown menus when possible.
•   Don't show users' avatars.
•   Don't show users' signatures.
•   Leave words uncensored.
•   Return to topics after posting by default.
•   Don't warn on new replies made while posting.
•   Show most recent posts at the top.
•   Show most recent personal messages at top.
•   Hide messages posted by members on my ignore list.
•   Show WYSIWYG editor on post page by default.
•   Show a popup when I receive new messages.
•   Save a copy of each personal message in my sent items by default.
•   Remove the inbox label when applying another label
•   Turn notification on when you post or reply to a topic.
•   Topics to display per page:
•   Messages to display per page:
•   First day of the week on the calendar
•   Use quick reply on topic display: 
•   Show quick-moderation as

Going to members Look and layout does not offer that option, either.
