Marquee Code

I have a block on the Ez homepage herehttps://databasedreams.createaforum.com/index.php
What I would like to do is have the text above the center image marquee but have had no luck so far, I have tried Java Css but no luck.

There was an old html tag that does it. Not sure if it works anymore
