When joining a forum, is it possible to get the new member to read a post (I want them to read the user agreement after signing in the first time) in order to proceed to viewing and posting?

Well you can't actually make people read something. The terms of agreement for an example, all you have to do is check a box and press enter. That can be avoided by making the user scroll all the way down with a scroll bar but of course, the user could just scroll down without reading.
All codes I make are tested on the latest version of Google Chrome and upon request of other browsers.

Thank you. Although the last suggestion of a script, do you have a link you might suggest for me to learn from? And would it be available as a one time thing. Once you have "read it" the script would be deactivated?

Maybe it is possible to do what you're trying to do if I make a popup box with the text you want the user to read and make a cookie so that it only pops up once. w3schools.com is a good place to learn coding
