You can't add them, there are only a few mods available to install from your admin panel such as the gallery,arcade, and ezportal. You can't add your own

You can make someone a global moderator through their profile under Account Settings, and chose their primary membergroup to be Global Moderator.

Board specific moderators are added through the board when you click Modify Board, which is under Boards in the Admin CP.
