How to add message on forum home page to guests?

I would like to add a flashing message in the center of the screen when GUESTS view our forum saying "THIS FORUM IS FOR ____________ OWNERS ONLY.  PLEASE DO NOT REGISTER IF YOU ARE NOT A DEVICE OWNER"

You can do with ezportal.  Make a block set to visible only to guests.
Then put your html message inside.
