How do you give a permission to membergroup? Just like Administrators. I want a membergroup to lock/split/stick a board's topics.

Under Admin -> Permissions modify the membergroup then give the membergroup permissions they need.

Well i meant , suppose there's a membergroup named "COD Moderators" and i have a board named "COD Official Board" and i want the person to handle only that board not the whole board by making him a global mod of the forums and setting the moderator of the board doesn't gives the permission to Stick topics.

I think you can setup local permissions on a board and then give the membergroup the exact permissions you want in board interface.
