How can I open the CPanel?

Hey guys, I've made a forum using this site, and I want to access the CPanel to go to the file manager and add a .php page... I've heard of people using the CPanel, but I'm not sure if there is really a CPanel, or it's just the "administrator" tab. May you please help me in accessing the c panel please? It would be really appreciated :)

We do not have cPanel. Cpanel is used for webhosting. We host only forums.
