Favicon issue and different forum

1. I am unable to add a favicon to my forum.
It is usually found  in themes but it doesn't appear




2. Why is my newer forum >THIS ONE different to my older forum THIS TWO

I'd prefer the newer one to be the same as the older one if possible

1. Fixed added the missing setting good catch.

2. It is our new layout for new forums
You can go back to the old layout under
Admin -> Layout Settings -> Manage and Install

Then change
Overall forum default
And
Reset Everyone to

Do you mean change it from default theme - core??
That's the only 2 options I have.

Hmm that's wrong. Is that on your new site? I forget if I removed option to go back to old version
