Disable Private Board and Announce Topic isn't working

I encounter some issues.

firstly i wish to disable the private board.

2ndly announce topic is not functioning as my newbie members isn't shown in the membergroup as when i want to announce topic.

2. Post based groups are not supported. Only normal membergroups.  In your case you would do regular members.

Hi I am not sure how to do. Can you guide me please.

How am I able to change my newbies to regular members.

Newbie members are regular members as long as they don't have their own membergroup.
