Login Problems

I have just tried to Login and have received this message :
   An Error Has Occurred!     You will have to wait about 90 seconds to login again, sorry.

Why does this keep happening?

You might be trying to login too quickly. What happens after 90 seconds passed.

I can log in, but how can I be trying to do it too quickly if I am not logged in ???
