1 ) Admin-> Core Features-> Turn "Post Moderation" and "Warning System" to green/on.
2 ) Player-> Actions-> Issue a Warning-> (=fill out template)
NOTE: If you want to edit "warning" settings go to Admin-> Security and Moderation-> Moderation
