Okay if I wanted a table (such as one for news and information) to appear between the heading of the forum (where the title and navigation menu are) and the actual forum (where the boards are), would I stick it somewhere in the tangle of CSS coding, and if so, where?

There isnt a way to add a table or anything in that area but you can use the News Fader, which will put a block there and you can use html or bbcode for that.   
 
Go to Admin > News and Newsletter to type in the information you want on it.
 
Then to enable it go to Admin > Layout Settings > Theme Settings
Put a checkmark in Show news fader on board index:
