Can't access a certain forum

Hi to everyone. There's a certain forum that has been recommended to me recently, but every time I try to access it, I just get the image below: It seems to be the same thing with other createaforums here for some reason. Anyone have any idea what's going on?

Yes we block russia by default due to spam reasons.

Seriously? Until today, I literally thought it was the other way around. So, is it even possible for forum admins to override defaults and allow it individually, or something?

Admins no but they can request it here. the site owners.
