Cannot change my favicon/manifest icon

I have two forums, and in both of them whenever I try to change my favicon/manifest icon, and many other image uploads on the Admin section, after I press Play it says Call to undefined function: fatal_error()


Please fix this I really want a favicon and manifest.

Fixed looks like you had the wrong picture size
