Unused options

There's some unused options laying around here and there and it should be cleaned up. Like under your Forum Settings, there's these here:
Enable Compressed Output
Disable Evaluation of Templates
When you modify boards, get rid of the Board Theme option. Get rid of the entire Manage and Install and Members Options tab under Layout Settings. Oddly in the Layout Settings, there's 2 tabs that don't have any text in the in between the 3 tabs. In the Theme Settings tab, get rid of the Theme's Name since it'll be useless. The EXIF tab under Gallery Settings should be removed.  In the Mail settings, get rid of all of these: Mail type, SMTP server, SMTP port, SMTP username, SMTP password
