Remove "News" text

The "News" text that's in bold on the top right should be automatically removed if there's no news to be displayed.

If you post something in the news we should have an option so it doesn't have to be in the top right also...

It does not have to be in the top right.    There is a setting in Admin>Layout Settings > Theme Settings
Uncheck this and the news will not show at the top right:
Enable random news line in the forum header:
