Create A Forum - Support Forums

I was thinking of making a local community forum for only local members of my town. To keep non locals from registering an account I was thinking of having an IP checker that would prevent people from non local IP's from registering to my forum. Is something like this possible? Is there a better way to make sure only local people can register to a forum? It's be really cool to hear back from people about this.
