The way you can accomplish banning from posting only creating a membergroup called "muted" or whatever and make it so that they have the same permissions as other members, but remove their ability to reply or post in topics.

Population status.. are you talking about something similar to the info center at the bottom of each forum? Please explain..

And I'm assuming you meant "banners"? as in signatures?
