Create A Forum - Support Forums

First you have to turn on Post Moderation under Admin -> Core Features

You then need to create a permissions profile under admin -> permissions

created a new permission profile and called it "new topics require approval".

Then in that profile, remove all ability of users to 'post new topics without approval' and instead give them the permission about posting new topics with approval.

Then in addition to that got to Administration Center » Boards » Modify Boards and selected the board I wanted to modify.

In the drop down for "Permission Profile:" I changed it from Default to the new permission profile reated, "new topics require approval".
